Bayfield County- A former Washburn man accused of animal neglect appeared in court on Thursday. Kim Kingsley, 72, is charged with 58 counts, four of which are felonies, connected to the lack of care of 16 horses seized by the county. Kingsley was ordered by the court to provide adequate food and water for the animals remaining in his care, allow welfare checks of those animals and is not allowed to buy any more animals. The horses seized will remain in the custody of Bayfield County and Kingsley is not allowed to contact those caring for them. If he fails to meet any of the conditions put forth by the court, he could face bail of $10,000.
